Israeli notary public: what a notary does and when an apostille is needed
An Israeli notary may, among other acts, authenticate signatures, certify copies and translations, and receive affidavits (Notaries Law, 1976, s. 7(opens in a new tab)). Signature authentications and certified copies for use abroad, including at a foreign embassy in Israel, may be made only by a notary (s. 8). Fees are fixed by regulation, and apostilles for notarial documents are issued by the courts.
Notarized or certified translation?
A notary may certify a translation only if the notary knows both languages and made or checked it (s. 15). The Ministry of Justice register of notaries(opens in a new tab) shows each notary's declared languages. A translation certified only by a translator is not a notarial certificate, so ask the receiving authority in writing which form it accepts.
Is an apostille needed, and who issues it?
An apostille confirms the signature, capacity and seal on a public document, not its content (HCCH(opens in a new tab)). Court secretariats issue it for notarial documents; ministry certificates such as birth certificates go to the Ministry of Foreign Affairs or, for some certificates, a digital service (Courts(opens in a new tab), MFA(opens in a new tab)). Countries outside the 1961 Hague Convention need a court certificate, Foreign Ministry approval and their embassy's or consulate's stamp instead. As stated on the courts' page on 27 September 2026, the fee is NIS 41 per apostille.
How much does a notary charge?
Fees are set by the Notaries Regulations (Service Fees), 1978 and updated every 1 January (Ministry of Justice(opens in a new tab)). As stated on 27 September 2026 in the 2026 fee notice(opens in a new tab) linked there: NIS 197 for the first signature, NIS 77 for a certified copy's first page and NIS 251 for a translation of up to 100 words, plus VAT. Charging more, or less without sufficient reason, is a disciplinary offence (s. 34).
What to bring, and can it be done remotely?
Bring the document (the original, if a copy is to be certified, s. 12) and an Israeli identity card, a passport or another public document with a photo; a real estate power of attorney requires an identity card or passport (Notaries Regulations, reg. 2(opens in a new tab)). The signer must appear in person, be identified and sign before the notary (s. 11).
Can a power of attorney for use abroad be signed in Israel?
Yes, a notary authenticates the signature. A document in a language the signer does not know must first be translated for the signer (reg. 7). The certificate is in Hebrew or Arabic and, for use abroad, may on request also be in English or another language (reg. 9). The receiving authority decides whether an apostille or a translation is also needed.
